Occasionally "rotate left" or "rotate right" works, but almost always Digikam
crashes.

You should definitely change to version 5 in general. Philip maintains a Ubuntu
PPA
https://launchpad.net/~philip5/+archive/ubuntu/extra/
or you always find the most recent version at
https://www.digikam.org/download

To check this specific issue, please try to reproduce the issue with the
pre-release Appimage from
https://drive.google.com/drive/folders/0BzeiVr-byqt5Y0tIRWVWelRJenM
Just download the file, make it executable and execute it.

digiKam 5.5.0 is released officially

...and new 5.6.0 pre-release as bundle is available here :

digiKam 5.6.0 is now release and available as bundle for Linux, MacOS and
Windows.

Can you check if problem still exists with this version ?
