Icon-pictures can be assigned to a picture folder by drag and drop. What would be logical IMHO but is not possible would be to assign an folder icon via right mouse click-folder properties.
Mr. Gilles Caultier suggested to enter this as a bug here - that's it.

This is also an accessibility issue. General idea is: all actions should be possible to do also by menu.
