I do not confirm with current code compiled myself using MinGW under M$ Vista.
It work perfectly:

Sound like a package problem ? Which version you use : compiled with Mingw or
VisualC++

From installer, you can choose binary compiled from MinGw or M$ Visual C++.
Which one are you used ?

On your KDE install dir (here c:/kde4/bin) run debugview.exe program and start
digiKam. In debugview, you will see all console message as under linux. Please
report all debug info in this file.

Same here on OpenSUSE 11.1 KDE4.3.2 with Digikam 0.10.0.
This bug happens occasionally, and persists permanently if I try to restart the
application, but sometimes there is no problem.
If I start it on konsole, I get the following message:
QSqlDatabasePrivate::removeDatabase: connection 'digikamDatabase-11133232' is
still in use, all queries will cease to work

i used the link you provided, d/l and installed the latest version of
Digikam, and it appears to be working much like it did when i was using
