No tooltips for cut elements in metadata panel.

When element is too long for metadata panel they are cut with ellipsis (...) at
the end. In 0.9.5svn digiKam show tooltips with whole value in them - it
doesn't work in 0.10b7svn.

Upper right corner of 0.10b7svn window with metadata panel open

When you hover mouse over text in panel there should be shown tooltip. On
screenshot you don't see mouse pointer only highlighted record.
