Hi, Michael.

What version of Digikam?  If you're running a 7.2-RC, if you reject the suggestion, the face will be placed into the unknown virtual folder.  Once there, you can multi-select faces and select ignore.

Pre 7.2, you're best to upgrade to 7.2 to be honest.

The minus button says "reject this suggestion"

It's unclear how to tell digikam that, yeah, that's a face, but I don't care about it.
