Amarok has an interface that is doing all the things mentioned above. It has the possibility to create a menu with your own menu-entries. With the use off  dcop-calls you are also able to make use off specific programfunctions. Have a look at http://amarok.kde.org/wiki/Script-Writing_HowTo.
