print it and use a pen.
Or, if it is a tiff image now, use some optical character recognition
software to "turn it into words" that you can then edit. Or perhaps a
paint like program that lets you paint text over the form fields..
Not enough info to help you and not sure this is the place for forms,
since it is a photo software list.
