Steps to reproduce:
 0. start digiKam
 1. open "Tags" side view on the left side
 2. right-click on an existing tag and select "Properties..."
 3. assign a keyboard-shortcut, e.g. "CTRL + SHIFT + H"
 4. save properties with "OK"
 5. right-click again on the same tag and select "Properties..." again

actual result:
 "Shortcut: None"

expected result:
 "Shortcut: CTRL + SHIFT + H"


The assigned tag shortcut is working well, so "Severity = minor" for this bug.
And it is shown in "Settings" -> "Configure Shortcuts..." as "Assign Tag "..."
> Ctrl+Shift+H".
But if the user is only looking at the tags properties dialog, this might cause
confusion. (And let me create the same Tag-Shortcut-Assignment multiple times.)

Pushed by cgilles into branch 'master'.

Add rules to not inherit of parent tags keyboard shortcut when creating ne tag.
Editing tags properties must show already assigned tag keyboard shortcut.
