When tagging large amounts of images, one can quickly have many tags. The tag
hierarchy works well, but it would be nice to have a "tag manager" window where
one can change the hierarchy and tags which ought to be treated as the same.

Example use cases:
Ability to make all "Seattle" tags move under Cities -> Seattle
Ability to make Seattle, WA tag the same as Seattle
