Windows installation and startup

Hi - I'm a new digiKam user.

Overview

I manage a couple of Windows 10 pro machines for families each with mutiple users and my (admin) account.
All is good, but one 'nag' remains: At startup each person is requested to download the red eye and face detection tool. Currently this action is being avoided.

Questions

1/ Can the UI Message box 'Download required files - digiKam' be suppressed? If so should any adjustments be made to the the configuration file.
2/ If the download completes it puts the files in a single users area. I plan to use the admin account for the download, so how can I relocate the files to make them globally available to all users?

Notes

I've looked at the 'digikamrc' configuration file but couldn't see anything I could use there.
I've looked at the startup options on the command line, again couldn't see anything there.
