Rebuild highlights on non-RAW images?

Hello,

  I am wondering if it's possible to apply the same algorithm used on
RAW files to rebuild highlights to images which are not RAW, such as a
JPEG processed by a camera?

I don't think because this possibility is due to the fact RAW files have  
12 bits per channel, but JPG ones have only 8 bits which give no extra  
info to "rebuild" hightlight.

But may be I'm wrong.
