Can't speak to photo printing layout programs in Linux, but there are
many available in Windows. (And we seem to have a decent presence in the digiKam world.) For ten years I have found an HP program that came with their digital cameras very handy, especially with its three staggered photos on a page for albums option. Irfanview does not have multi-image options, but it's great for a quick one off with easily changed size options. And Canon's EZ PHoto Print and Pro version of the same always get rave reviews as part of Canon printer reviews. They are free to download and work with any Windows/Mac printer. Or, I guess, maybe through WINE? Almost all photo editing programs offer some printing options, of course, but these are the ones I am fond of.
