Thanks for your reply. I have already submitted my proposal to Google. I didn't asked to send a PDF file. Do I need to add a PDF file? 
 What's more, I wonder witch method from the paper would you like to use in the project?

Not especially. I don't have look which specific way must be used to
register a proposal.

I your kde wiki page is well written, it can be enough i think. No
need to make duplicate. In 2010, we have use this way :
