Package libqt4-phonon-dev is installed, it provides the following files

http://packages.ubuntu.com/karmic/i386/libqt4-phonon-dev/filelist

Thank you

Leonardo

I noticed that under Kubuntu Jaunty package libphonon-dev is not a dummy one like in Karmic and provides the same file but in a different path, namely

/usr/include/KDE/Phonon
/usr/include/phonon

see the difference between

Jaunty: http://packages.ubuntu.com/jaunty/i386/libphonon-dev/filelist
Karmic: http://packages.ubuntu.com/karmic/i386/libqt4-phonon-dev/filelist
