Disable compiling DropBox

I would suggest we disable compiling DropBox.
It is not useful at the moment.

In kipi-plugins i introduced an new cmake option named ENABLE_LEGACY. Add dropbox compilation rule with this option until we port the authentification of the tool to O2 API. 

Note : ENABLE_LEGACY is disabled with all bundles.

Dropbox is now ported to the V2 API. Gilles, please test the function. Our new
API key needed for V2 is still in developer status. And limited to a maximum
of 500 users. For the change to production status Dropbox needs some
information, test account, possibility to test the program etc.

Hi Maik,

I just tried with digikamdeveloper account, and authentication and uploading to DropBox work perfectly here...
