I've just played with a program called SVK. It is nothing to do with image editing, it is like a local SVN repository (it's actually built on SVN).

I think the concept of having a local svn repository is actually quite sensible and with binary diffing algorithm used in SVN/SVK hopefully not too much space would be wasted with edits.

In theory, if you make your whole "Pictures" folder in Digikam an SVK checkout, and provided hooks to override the methods for copy, move and rename operations (perhaps copy is not needed?) as used internally in Digikam, you could easily do the following workflow:

SVK update
Start Digkam
Do edits, rearrangments etc. etc.
Close Digikam
SVK commit

And you'd get half way to a decent versioning system.

This is obviously not as nice as doing it internally in digiKam and having a nice architecture for rolling back changes etc. but perhaps the model is one that could lead to a nice solution (e.g. use the same approach as SVK and use subversion internally if the user wants revision control features).
