Please consider the attached patch for the core toplevel CMakeLists.txt

It makes the API doc generation depend on a cmake switch -DBUILD_DOC

I'm sorry, that was stupid of me...

Whatever you like more, either apply it or not. Both is fine for me... I was a
bit overenthusiastic and did not realize that I just made myself unnecessary
work...

(Unfortunately there is no setting RESOLVED STUPID...)
