digikam now requires the presence of mysql_install_db but this script is not
present nor needed on win32, see
http://dev.mysql.com/doc/refman/5.1/en/windows-post-installation.html so the
pre-compile check fails. The check for mysql_install_db should be made
dependant on !win32.
