I think the "order pictures by dragging and dropping" feature is really needed
- it fits very much to intuitive workflow with pictures. When you are preparing
any kind of presentation or abum, you need to:

1) select pictures (this can be done by stars for example]
2) sort pictures (this can be only done by renaming pictures which is akward)

Picasa has this feature - it does not have many other ones, but they cleraly
understood that this one fits to the "most common" ways in handeling photos.
