No, with the manual rename you can add digits as you like.

Either type it in directly:
2006_12_####
    =>
    2006_12_0001
    2006_12_0002

or use the date macro, which will read the Exif information:
[date:yyyy_MM]_####
    =>
    2009_05_0001
    2009_05_0002
