Julien,

Last patch from Pino check availablity of liblqr in local system. If it's
found, internal liblqr is disable

As we must use a recent version of liblqr, i recommend to delay a little the
fact to remove internal version to be sure that all distro update liblqr to new
version.

I think we can do it before 1.0.0 final release. You just need to think about
at the right time.

Of course, CMake rules need to be fixed too...
