Thanks for your ideas Fri13.

Ctrl+Drag seems a good idea for drawing tags.
As for the assigning  of tags, I have another idea. How about
Kdevelop-style tooltips - that pop up near the mouse when you hover
over a tagged region - with fields like rating, name, description and
stuff?

More ideas welcome!
