Andi,

It do not work like this. Rotate menu action is provided by a kipi-plugin
(JPEGLoosLess). This is want mean that plugin is in charge to enable or disable
action against the context (for ex, if selection is done or not)

Something must be done in JPEGLoosLess to check mimetype, if one file from
selection can be rotated.
