I think OP wanted to use ANY image as thumbnail of ANY album or tag. This is
reasonable I think. For albums it works already for me (even across
collections). For tags only for current tag.

While I agree that tag limitation is logical, from the other side this is very
different behaviour from albums thumbnails and can be misleading for users
